PAN Card PDF โ€” Fix 'Signature Validity Unknown' Error

Millions of Indians download their PAN card PDF every year โ€” for KYC, tax filings, loan applications, and more. Yet nearly everyone who opens their PAN PDF in Adobe Acrobat sees the same frustrating message: "Signature Validity Unknown." Your PAN card is not fake. This is a well-known limitation of how global PDF software handles India's digital certificate infrastructure โ€” and it's easily fixable.

Why PAN Card PDF Signatures Are Not Trusted by Default

PAN card PDFs are digitally signed using certificates issued by India's NIC (National Informatics Centre) under the Controller of Certifying Authorities (CCA). This PKI hierarchy is legally mandated under the Information Technology Act, 2000, and is entirely legitimate. However, Adobe Acrobat's trusted root list โ€” the Adobe Approved Trust List (AATL) โ€” does not include India's CCA root certificate.

When Acrobat opens your PAN PDF, it looks for the signing certificate's root in its trusted list. Not finding CCA India, it flags the signature as "Validity Unknown." This is not a red flag about your document โ€” it's a gap in Adobe's global trust configuration that affects all Indian government documents uniformly.

NSDL vs UTI Signed PDFs โ€” Is There a Difference?

NSDL / Protean eGov Technologies PDFs are signed by the Protean eGov Technologies Ltd (formerly NSDL e-Governance). If you applied for or downloaded your PAN via the NSDL portal, your PDF signature will show "Protean eGov Technologies Limited" or "NSDL e-Governance Infrastructure Limited" as the signer. The certificate chain goes through NIC to CCA India.

UTITSL PDFs are signed by UTI Infrastructure Technology and Services Limited. If you applied via UTI PAN centres or their online portal, your signer will be "UTI Infrastructure Technology and Services Limited". Again, the chain runs through NIC/CCA India.

Both suffer the same "Validity Unknown" problem in Acrobat, and both can be verified and fixed using VerifySign.in.

How to Verify and Get Green Tick on PAN Card PDF

Step 1: Visit verifysign.in โ€” no account needed.

Step 2: Click "Upload PDF" and select your PAN card PDF. PAN PDFs are generally not password-protected, so you can proceed directly.

Step 3: VerifySign.in runs a full cryptographic verification: it validates the signature bytes, confirms the certificate chain up to CCA India root, and checks that the signing certificate is not revoked (via OCSP or CRL).

Step 4: You'll see the signer details (Protean or UTI), signing timestamp, and a clear valid/invalid status. If valid, you can download the LTV-embedded version for โ‚น49 โ€” this permanently bakes in all verification data so the PDF always shows a green tick.

What is LTV and Why Does It Fix the Problem?

LTV (Long-Term Validation) embeds the full certificate chain, OCSP revocation responses, and trusted timestamps inside the PDF file itself. When a PDF reader opens an LTV-enabled file, it doesn't need to query Adobe's trust list or any online service โ€” it reads the embedded validation proof and shows the green tick directly. This is the same mechanism used by major financial and legal document platforms worldwide to ensure long-term signature validity.

What If My PAN PDF Shows a Red X?

A red X (as opposed to a yellow question mark) can indicate document tampering or a revoked certificate. If VerifySign.in or any other verifier shows the PAN signature as cryptographically invalid, you should re-download your PAN directly from the official NSDL/Protean or UTI portal and verify again. Do not use a PAN PDF received from an untrusted source if the signature fails verification.
